I think you got it backwards in that you were given the European implements, indicating you racial privilege in dealing with Eurocentric technology while the Orientals were given the implements that the paternalistic West used to keep them in a continued state of infantilism.

Or you could be polite and ask for chopsticks. There is no need to use an affronted voice.
What you are describing is overt racism. The server assumed you were not able to figure out chopsticks and you were treated thusly. Institutional racism is also called systemic racism which had nothing to do with your situation.

That’s happened to me in the USA, never in Ontario. The way to deal is to say, “Chopsticks, please” in an affronted sort of voice as soon as the fork comes out.
