Yes our (so called) needle exchange works fine here in the former Socialist Republic Of Saskatchewan. Last year in Prince Albert approx 50,000 needles were given out and 20,000 turned in, the rest are laying around on the street, in parks, playgrounds and peoples lawns. The dippers (NDP) ruled us with an iron fist for so long we will have to put up with all their crappy programs until the new government can get through it all.
BTW my father is diabetic and has to purchase his own needles with no reimbursement wile the junkies get theirs for free. Nice system this socialism, hope you Americans enjoy it.
